I saw a similar mistake with Wanda’s birth year in WandaVision, on one of the computers during the “That’s an oversimplification” scene.
I think that was a daylight savings thing.
DST in the US began in 1918, but this is mostly about my need to look stuff like that up.

He was born in Russia, in early january 1917. But at the time Russians used Julian calendar, so Bucky's documents say that he was born in late december 1916.

It could almost make sense if part of his bio was about lying about his age to enlist, but oh well.
Steve told so many lies in order to enlist that he probably mis-remembered his own birthday. And, we should give the fella a break, he was very young when he was born. I doubt he could read a calendar that day, or even the next.
I feel like this should’ve have been caught by the continuity supervisor pretty easily.

So based on this and some other research I did it seems New York had birth certificates from late 1800s to about 1908 but then some state issues happened leading to inaccurate legal certificates, so birth wedding, divorce ect ect, meaning this "mistake" is actually historically accurate.
