There is a speech perk that allows you to sell stolen goods to anyone.
Always annoyed me how everyone knows what's stolen or not. It'd be cool to have a proximity system where the closer they are to where you stole it, they'll notice. You could then add in speech skill to the formula for convincing folks items aren't stolen.
Would probably be a bitch to code though
If I recall correctly, Morrowind had a system where shop owners would recognize when you sold something stolen from their own shop. If you had stolen it elsewhere, they couldn't tell it was stolen. I used to make a circuit of the shops in major towns I would enter a shop to steal everything I could before selling the haul at the next shop over; then I'd begin stealing from that merchant before heading to the next shop. By the end, each merchant had his neighbor's goods in his inventoey; and I had a pile of gold.
Guards could still tell what was stolen though, so you still lost tons of stuff when arrested. The worst was that stolen things weren't flagged, so you would risk losing cool gear every time you were arrested. I used to find a spot to dump all my inventory before being arrested, better to come back to the pile naked than to risk losing my stuff (Morrowind NPC's were too crude to steal shit off the ground, and collisions wouldn't send your stuff flying like in later games).
You could also get in trouble by selling something to a merchant after forgetting you originally stole it from his shop.
Or better you have 10 iron swords, i sell you the 10 iron swords in your inventory for all your gold
If you're on PC just sell merchants the items from their own shop inventory. Keep doing it even when they're out of gold and it will level your speech. The higher value the transaction, the more it levels your speech.
Stolen goods are never sold at at a loss.
