Quenneville and Bayreuther are even UFAs... they're nothing picks. They're either going to walk in free agency or could have been signed as true free agents next week.
Chicago and Columbus didn't have much to pick from, but they at least had a controlled asset or two that could be flipped for a low-round pick.

Your last sentence is the most important point. Francis doesn’t have to get firsts, just get picks and build some of your AHL depth rather than through the expansion draft.
This was their opportunity to have the most leverage they will ever have and Francis failed to use it to acquire more assets. Vegas stockpiled assets and some hit some didn’t.
Seattle right off the bat has no way to build their franchise other than free agency and taking bad contracts.

Probably the smallest brain moment in NHL GM history. You had a chance to rake in assets and you lose out on it playing hardball, only to waste money on free agents who may not even play for you if you don't overpay them. This gamble is gonna backfire.
