Nope. Age simply gives you experiences, maturity requires that those experiences and your own effort actually be used for mature purposes.
Nothing stops a 12 year old from being more mature than a 80 year old in theory, it just is rare in practice, since - typically - the older you get, the more experiences you have, the more mature you should be.
I'm 29 years old and only am just recently starting to feel like I am properly an "adult." That is to say, mature enough to take care of myself, deal with problems rationally and reasonably, and so on and so forth. Though I would argue that the majority of "adults" (at least here in the USA) are definitely not fully mature as far as I can tell, though most are "close enough." Those who are eternal children in older bodies are fairly rare, and tend to be that way due to living in exceptionally sheltered circumstances.
The 20-24 range is the best in my opinion. You are old enough to handle most of your stuff but young enough that all problems seems just temporary setbacks and I wish I can be like that forever.

Id say they have a lifespan about 100. 120 would likely be as rare for them as 110 is to us. The Old Took was the oldest hobbit on record other than Bilbo (who was influenced by the Ring) at 130. This really isnt too far from the oldest human in real life. Jeanne Clamet made it to 122. Thats why its remarked repeatedly how young Bilbo looks at 111 years old.
Lobelia and Otho Sackville-Baggins both died at 102. Rosie Cotton was 98. Merry and Pippin we know they made it to about 100 but dont have solid dates of Death. We also dont know solid dates for Bilbo, Frodo, or Sam as they went into the West and news of their death was never told in Middle Earth, but being ring bearers (especially for as long as Bilbo was) likely greatly enhanced how long they would live.
Incredibly embarrassing to admit you still feel like a child at 34 to be honest. Or maybe they have forgotten what childhood is like. Either way this post has bad vibes.

Turning 33 in a couple weeks. Co-workers think/treat like I'm 24. Sometimes forget I'm not still 18. Still waiting for 'adult' to start.
